Toilet Installation in Paddington
A new toilet suite in a Paddington cottage is licensed work, handled by a licensed plumber from the first connection to the final test. Most of the housing here went up before 1940, and plenty of bathrooms still run a cistern that empties one volume every press. We carry out toilet installation across Paddington and the suburbs around it, from a straight swap to a full change with the drain reworked.

At the last census, outright owners held 25.1 per cent of dwellings and mortgaged owners another 30.5, so most of these jobs sit with people planning to stay. Rentals get their own set of flush rules, covered below. For faults on a suite worth keeping, our toilet repairs page is the right stop.
If the whole room is being renewed, our tap replacement page covers matching new tapware, and the wider tap and toilet jobs page lists the rest.

Close-Coupled, Back-to-Wall and Wall-Hung Suites
Three suite types cover most of the market, split by how pan and cistern join up. Close-coupled is the old standard: the cistern perches on the pan's back as one unit. Back-to-wall pushes the pan tight to the wall, hiding the pipe behind it.
Wall-hung lifts the pan clear of the floor on a steel carrier frame set inside the wall, with the cistern concealed behind a flush plate. Swapping the cistern on its own works only where the replacement lines up with the pan's bolt holes and inlet. If the bolt holes and inlet do not line up, the entire suite gets replaced together, so we measure up before anything is ordered.

Pan Outlets and Toilet Set-Out Explained
Set-out is the measured position of the waste outlet in your floor or wall. A replacement pan couples straight onto the drain already there when its outlet lands on that position. S-trap pans drop their waste through the floor; P-trap pans push it out sideways through the wall.
Where a chosen pan misses the existing outlet, the fix is either reworking the drain or choosing a different pan. Knowing the set-out before shopping keeps the first option off the table.

Who May Install a Toilet in Queensland
Only a licensed plumber may install a toilet in Queensland. The paperwork splits by job type:
Adding or relocating a toilet
in a standing building is notifiable work. The council permit step does not apply, and the plumber files a Form 4 with the QBCC inside 10 business days of completion.
A like-for-like swap
replacing the existing suite counts as minor work, still done by a licensee, with no form to lodge.
Drain changes
extending, altering or removing sanitary plumbing is notifiable work as well.
The QBCC audits Form 4 lodgement and treats a missing form as an offence. The contractor lodges and pays for it, and may pass that fee on to you.
Not sure which category applies? The QBCC's online questionnaire will tell you.
Only three cistern parts sit on the QBCC's unregulated list, and anyone with the skills may change them:
- the drop valve washer
- the float valve washer
- the suction cup rubber
Everything else on a toilet needs a plumber.

Flush Volumes and Star Ratings for New Toilets
A dual flush toilet stores two volumes: a half flush for liquids, plus a full flush for solids. Every toilet and cistern fitted in Australia has to carry WaterMark certification. It also needs registration under the Water Efficiency Labelling and Standards (WELS) scheme, which supplies the star rating on the label.
The requirements then split by building:
New dwellings
brand-new homes, including townhouses and sole-occupancy units, need a 4-star dual flush model at minimum. Business Queensland states renovations are exempt, so a cottage bathroom renewal can take any certified suite.
Rentals
to pass the water-charging test on a rental, the toilet needs to be dual flush. The caps are 6.5 litres on the full flush, 3.5 litres on the half, and a 4-litre average across four half flushes and one full flush.
Those litre figures set a charging test, not a replacement order. Where a rental fails, the landlord side pays for a reasonable amount of the water instead. A tenant can only be billed at all on an individually metered property, with lease terms that say so.

What Changes the Price of a New Toilet Job
Five things move the price of a new toilet job. The suite type comes first, then whether the pan's outlet meets the drain as it runs or the drain needs reworking. Staying in the same position, easy access to supply and waste, and any Form 4 fee round out the list.
No dollar figure survives a guess, so we quote on site. You get a fixed quote before any work starts, with flat-rate pricing and no hidden fees.
Cottages near Baroona Road were plumbed in patches across the decades, so a galvanised stub can still meet copper at the cistern, and that join corrodes. Narrow side passages slow the carrying and the working alike. All of it goes into the quote up front, so nothing lands on the bill afterwards.

Toilet Installation Questions From Paddington Locals
Call (07) 3523 6484How much does it cost to install a toilet in Paddington?
The suite type and the set-out drive the price most. A pan whose outlet meets the existing drain keeps the job simpler than one needing the drain reworked. We set the price in a fixed quote on site, before work begins.
Does a new toilet need a Form 4?
Yes, for a toilet that is being added or moved within a standing building. No council permit applies, and the plumber files a Form 4 with the QBCC within 10 business days of finishing. Swapping the existing suite like for like is minor work, with no form.
Does replacing a toilet in Paddington need a council permit?
No, neither a like-for-like replacement nor notifiable work needs one. A building on a combined drain, or with a dual reticulated water supply, can need a permit when a fixture is added. Reworking the waste pipe also counts as notifiable work.
What is the difference between an S-trap and a P-trap toilet?
An S-trap pan drops waste through the floor; a P-trap pan pushes it through the wall. Whichever outlet your home already has decides which pan fits, so we check before you choose a suite.
Can just the cistern be replaced on a toilet?
Yes, where the new cistern matches the fixing points and connections on the pan being kept. Where it does not, the full suite gets replaced. We measure first so you buy the right parts once.
